California Energy Commission - IEPR Joint Agency Workshop on Summer 2021 Reliability
The California Energy Commission (CEC) will jointly conduct a workshop with the California Public Utilities Commission (CPUC) and the California Independent System Operator (California ISO) to discuss electric system reliability for summer 2021. This is part of the CEC’s 2021 IEPR proceeding.
J. Andrew McAllister is the CEC’s Lead Commissioner for the 2021 IEPR and CEC Commissioner Siva Gunda will lead the analysis of energy reliability for the 2021 IEPR. A quorum of commissioners may attend but no votes will be taken.
Agenda
Representatives from the CEC, CPUC, and California ISO will present on planning and operational readiness efforts currently underway to help ensure electric system reliability for summer 2021. The workshop will review lessons learned, both from last summer and from the work performed to date, and the status of the activities planned to reduce electric system reliability risks for summer 2021. There will also be panel discussions with other state agencies, utility representatives, and other stakeholders to explore additional opportunities to support energy reliability.

Background
On January 13, 2021, the California ISO, CPUC, and CEC issued a Final Root Cause Analysis, MidAugust 2020 Extreme Heat Wave (Final Root Cause Analysis) to identify the causes of the August 2020 rotating power outages. The Final Root Cause Analysis identified a series of activities to improve energy reliability in summer 2021, including emergency procurements and market enhancements.
