Edison Report, February 2018: CEC Accepts CEA Code Change Proposal

EdisonReport announces the CEC's intent to adopt the CEA's proposed recommendations for regulated lighting alterations (Title 24, Part 6 - Section 141.0(b)2.I).

EdisonReport, announces the CEC's inclusion of CEA's code change proposal in its 2019 Draft Express Terms. The Draft Express Terms represent the CEC's intended updates to the current 2016 Building Energy Efficiency Standards. California Energy Alliance Code Change Language Adopted by California Energy Commission in Proposed Title 24-2019 Updates

DAVIS, Calif. February 5, 2018—The California Energy Alliance (CEA), a member-based organization committed to smart, sustainable energy use within the built environment, is pleased to announce that its code change proposal dedicated to improving the lighting control requirements for lighting alterations was accepted by the California Energy Commission (CEC) in its recently published Draft Express Terms. This publication, released on January 19, 2018, commences the formal rulemaking process for the 2019 updates to California’s Building Energy Efficiency Standards (Title 24; Standards; Energy Code).

California's Energy Code is updated every three years. The 2019 update is designed to improve the energy efficiency of regulated newly constructed residential and nonresidential buildings, building additions and building alterations. The 2019 Standards are scheduled to take effect on January 1, 2020. “Existing buildings represent a vast, untapped opportunity to achieve energy and carbon savings in California,” observes Cori Jackson, CEA member and primary author of the code change proposal. “Reducing the impact of lighting, which consumes between 20 and 30 percent of all commercial building energy use, is key to meeting California's savings goals.” 

CEA’s code change proposal includes simplified language with reduced application and/or project-specific requirements; an easy-to-understand energy savings option for small buildings and tenant spaces; and a universal compliance threshold and set of exemptions. In accepting the proposal, the CEC notes that the proposed measures appear cost effective and appropriately evaluated according to the CEC’s life cycle cost methodology. Moreover, the CEC states the CEA findings related to costs and energy savings appear reasonable and appropriate. The CEA meets regularly to explore topics related to energy use, building energy standards and related initiatives that will assist California in improving its energy landscape and catalyzing its migration toward a Zero Net Energy future.

January 10, 2018—The California Energy Alliance (CEA), a member-based organization committed to smart, sustainable energy use within the built environment, has launched its inaugural website and 2018 Membership Drive. Founded in late 2016 by a coalition of representatives from all sectors of the buildings industries, CEA participates in the development and implementation of pragmatic, environmentally and economically sound building energy standards and other initiatives.

“We are proud to launch this website and the CEA,” note Doug Avery and John Martin, CEA Co-Chairs and energy efficiency industry veterans. “In the year since our broad coalition of over thirty organizations has been working, we have cultivated relationships with industry stakeholders and the California Energy Commission to effect positive energy evolution within the state. One such collaboration is our recent proposal for simplified lighting and lighting control requirements for California’s 2019 Title 24 requirements. Early indications are that our proposals will be incorporated in draft 2019 Title 24 language to be issued by the Energy Commission.”

LD+A, August 2017: Commercial Lighting's Role in Automated Demand Response

After nearly two decades of support and research focused on automated demand response (ADR), lighting remains underutilized as a demand response resource. How can we increase these options and tap more lighting systems for actual ADR program participation? This article, first published in the August 2017 edition of LD+A magazine, provides insights and recommendations for increasing the demand for automated demand responsive lighting systems including CEA efforts to improve ADR requirements contained in California's Building Energy Efficiency Standards.

After nearly two decades of support and research focused on automated demand response (ADR), lighting remains underutilized as a demand response resource. Beginning in 2007 with the publication of the first open standard dedicated to ADR connectivity and communication (www.openadr.org), research and development efforts have resulted in a myriad of products and strategies designed to promote and advance ADR; however, recent studies demonstrate that commercially available, lighting-specific ADR products remain sparse.

How can we increase these options and tap more lighting systems for actual ADR program participation?
